Meeting Minutes, November 13, 2001:

Meeting called to order at 7:00 p.m. on November 13, 2001 by Supervisor, Ralph Robarge. All board members and three persons in attendance. 

Received monthly reports and accepted minutes as presented. Paid monthly bills. Results of Planning Commission Survey possibly by December or January. Accepted PC budget as presented; Gaylord Gas bid of $.935 per gallon for LP gas; Huff Excavating bid for snowplowing($45/pick-up and $70.00/loader) and renewal of Dave Carson's water testing agreement. Resolution strongly supporting House Bill #4022. Motion to purchase a new boiler. Adopted the Elmira Township Billboard Ordinance which is to regulate billboards along M-32 within the township pursuant To Act 106 of the Public Acts of 1972, as amended.

December Board of Review set for Tuesday, December 11, 2001 at 9:00 a.m.

December board meeting will be held on Tuesday, December 11, 2001 at 7:00 p.m.

Meeting Minutes, October 09, 2001:

Meeting called to order at 7:00 p.m. on October 09, 2001 by Supervisor, Robarge.  All board members and six others in attendance. Paid monthly bills. Received monthly reports and accepted minutes as corrected.  Township Attorney, Brian Graham answered legal questions on billboards, Fire Authority ans the Fire Ordinance.  Motion approved for a 180 day moratorium on Billboards in Elmira Township.  Hall remodeling and boiler replacement discussed.

November 5, 2001 Economic Alliance meeting at Elmira Township hall from 7:00 p.m. to 9:30 p.m.

Meeting Minutes, September 11, 2001:

Meeting called to order at 7:00 p.m. on September 11, 2001 by Supervisor, Robarge.  All board members and four others attending. Paid monthly bills. Received monthly reports and accepted minutes as corrected.  Comments by Mr & Mrs Gary Saks in regard to Parmater Road.  Motions approved to allow purchase of new computer, allow any board member and Fire Chief or his representative to attend Fire Dept workshop; any board member to attend MSU workshop; and accepted L4029 figures for 2001 Tax Rate Request.  A letter along with payment for North Townline to be sent to Road Commission stating board is satisfied with front slopes.  Economic Alliance meeting to be held at Elmira hall on Nov 5th.  Planning Commission surveys to be sent out in September to be returned to NEMCOG by October 12th.  No PC meeting for September.

Meeting Minutes, June 12, 2001:

Meeting called to order at 7:00 p.m. on June 12, 2001 by Supervisor, Robarge.  All board members and nine others present. Monthly bills paid. Received Treasurer's, Assessor's and Ordinance Officer's reports. Pat Osborne of the Otsego Soil and Conservation District seeking input on resource management.  Provided a list of services that the District has available.  Tim Baker, PC chairman presented By-Laws drawn up at the 5-22-01 meeting and the following officers appointed: Baker-Chair, Duane Hoffman-Vice Chair, Gloria Torello-secretary.  Motion carried to accept By-Laws of PC. Letter to be sent to Otsego Planning Commission requesting they not proceed to discuss land-use issues in Elmira Township until PC has had a chance to review current maps. Motion carried to purchase 6 plat books for PC.  Accepted Leonard Skop's resignation as PC member and accepted Ralph's recommendation to appoint Diane Purgiel to PC.  Motion carried to accept Jeff Purgiel's proposal to soften slopes on property north of hall. Motions carried to attend workshops on Antrim Gas Field pipe lines, budgeting workshop and zoning workshop.  Meeting adjourned at 9:00 p.m.

Meeting Minutes, April 10, 2001:

Meeting called to order at 7:00 p.m. on April 10, 2001 by Supervisor Robarge with the Pledge of Allegiance.  All board members, assessor, and eighteen others present. Minutes accepted as corrected.  Recommended approval of Wade-Trim's request of a special permit for a 46 unit site condominium project (Eagle Point).  Received Assessor's and Treasurer's reports.  Paid monthly bills.  Received 16 applications and approved Ralph's appointees to planning commission.  Tim Baker & Gloria Torello (3 yrs), Duane Hoffman (2 yrs), John Wiacek (1 yr), Leonard Skop, township representative and John Ernst as liaison.  Approval for any planning commission and board members to attend training session on May 15, 2001 at 7:30 p.m.  Organizational meeting of planning commission to be held on April 25, 2001 at 7:30 p.m.  Approval of any board member to attend a MTA spring district in May.  State Tax Tribunal at Bagley Hall on 6-18-01; Craig Gilling.  Township Association meeting to be held May 15th at Chester Township Hall.  Approval to reimburse Ralph $25.00 monthly for township use of personal computer & fax.  Executive session 9:30 p.m. - Assessor's contract.  Reconvened 9:50 p.m.  Approved assessor's contract.  Meeting adjourned at 10:05 p.m.

Meeting Minutes, January 9, 2001:

Meeting called to order at 7:00 p.m. on January 9, 2001 by Supervisor Robarge with the Pledge of Allegiance.  All board members and three citizens present. Minutes accepted as read.  Bills paid.  Treasurer’s report acknowledged. Received report from assessor.  Approved schooling for Clerk and Treasurer on Quick Books. Reviewed newsletter. Approved schooling for Board of Review.  Approved seminar for assessor to attend the NEMAA session.  Set Board of Review dates: Organizational: March 5, 2001. Board of Review March 12, 20001 9:00 a.m. to 3:00 p.m., March 14, 2001 1:00 p.m. to 3:00 p.m. and 6:00 p.m. to 9:00 p.m. Motion to pay 34.5 cents per mile starting January 2001.  Motion to pay per diem and mileage for board members and assessor attending convention. Fir Department hit by lightning.  Loss assess at $695.00.  Amended General Fund Cemetery fund.  Joint township meeting to be held January 10, 2001.  Discussed Skibinski protest. Motion to Support Hazardous Waste Program.  Resolution to adopt the formation of a Planning Commission.  Motion to pay $50.00 per meeting for Planning Commission members.  Next meeting to be held on Feburary 13, 2001 at 7:00 p.m.
