Don was a lifelong resident of Otsego County, born in Elmira and graduated from Gaylord St. Mary's High School.

He began his working career at Gocha's Garage, which subsequently became Wagar Motors. Don joined the OCRC in 1964 and remained there for 34 years before his untimely death.

Friends, neighbors and a number of OCRC employees, along with Don's wife Kay, and children Jim and Kelli, established the Don Skop Memorial Scholarship Fund, at the Otsego County Community Foundation.
