Minutes of regular meeting of Charlton Township Board - September 12, 2005 The regular September meeting of the Charlton Township Board was called to order Chairman Matt Nowak at 7:00 pm on Monday, September 12, 2005. All board members present. Others present: James Quandt, Robert Fleury, Chuck and Diane Peterson, Lee Olsen, Tammy Myers, Bill Martindale, A1 Ochsner and Rodney Schoolcraft. Those present recited the pledge to the flag. Mi1bocker moved, Edwartowski supported, to accept the minutes of the previous regular meeting as printed. Ayes, all. Motion carried. Kim Samkowiak presented the Treasurer's report as follows: General Operation, $162,910.67; Roads Account, $204,665.39. Maschke moved, Milbocker supported, to accept the Treasurer's report as presented. Ayes, all. Motion carried. Next regular meeting will be Monday, October 10, 2005. Matt talked about moving the November meeting from the second Monday to the first Monday because of deer season. Mi1bocker moved, Edwartowski supported, to hold the November regular meeting on Monday, November 7, 2005. Ayes, all. Motion carried. Audience: Robert Fleury talked about planning/zoning. Al Ochsner introduced himself as the new Douglas Lake Assoc. president. Talked about the ball field at the park. We will need to get the fence fixed, get some diamond dust ordered and have the black plastic pipe available for when the Rotary Club comes. Received a quote from Alpine Fence Co. on the fencing. Edwartowski moved, Milbocker supported, to have Alpine Fence Co. work on the fence at the ball field for a price of $3,900.00. Ayes, all. Motion carried. Discussed the upcoming millage proposal election on November 8, 2005. Discussed the road work at Bear Lake. Received a letter opposing the improvements. However, the work is nearly complete. Matt says the new roads are narrower than normal to keep the rural atmosphere. The Petersons and Matt both talked about the erosion proplems from Milo St. (private road) to 12th St. There was discussion about who should be paying for repairs to a private road so that the sand and gravel from the road do not wash into 12th St. The township is not interested in putting funds into a private road because it could cause problems in the future with other private roads. Matt will contact Mike Roper of the road commission to see what can be done. Discussed the streetscape project. Matt talked to Jeff Ratcliffe and the MDOT. They are planning to downsize the project with less lighting, different sidewalks, less landscaping to see if this can still be approved as a grant. Milbocker moved, Edwartowski supported, to have Kim Samkowiak be the townships' representative for the Motor Vehicle Reports. Ayes, all. Motion carried. Deb Mi1bocker talked about the dump road. Matt says Chester and Dover Townships have been informed about possible work being done on the road. Maschke moved, Samkowiak supported, to set the township millage rate for General Operation allocated at 0.9542. Also, the township will collect a 1% Tax Administration Fee on all taxes collected for tax year 2005. Ayes, all. Motion carried. Deb Milbocker complimented Bill Martindale on the nice job he is doing for the twp. Lee Olsen gave a report on the county. Talked about the county administrator job. He stated that the commissioners would probably go into closed session to talk about the administrator's job. He talked about a problem with a land owner building on part of county property in the Clear Lake area. He thinks the problem will be resolved with an exchange of property between the county and the land owner. He talked about the airport expansion project. The contract needs to be re-bid as the cost came in too high. Discussed getting a press release out on the upcoming millage request. Fire Department: Samkowoak moved, Milbocker supported, to hire and promote Jos. Myers to Ass't Chief as recommended by the fire department membership. Ayes, all. Motion carried. Ron Koronka reported that #106 is out of service due to brake problems. Also under the Fire Department, Ron stated that #102 needs some wire work and that #103 needs emergency brake work. He will check with Gary Koronka. Dan Kwapis is the Fire Dept. Lieutenant and traingin officer. Stan Szocinski is the Captain. Talked about by-laws. EMS: Tammy and Kim reported that eh EMS van had broken down on a run but that it is now fixed. Tammy submitted a vehicle inspection report and the van is in compliance. Matt stated that he will be working on the EMS barn entry door. A revised copy of the EMS by-laws was submitted by Tammy and Kim. Jim Quandt talked about his appointment as representative of Charlton Twp. on the Planning/Zoning Board. Need to send a letter to Richard Edmonds on his reappointment. Jim talked about the new master plan. He stated that there needs to be more input from people in Charlton Township into the process. Still working on wind generation. Joe gave a report on grants that are available for townships. Milbocker moved, Maschke supported, to pay the General Operation bills presented in the amount of $21,336.81. Ayes, all. Motion carried. Milbocker moved, Maschke supported, to pay the Roads Account bills presented in the amount of $29,071.50 (for Big Bear Lake area Silver Beach roadwork) Ayes, all. Motion carried.
