Minutes of regular meeting of Charlton
Township Board - June 14, 2004
The regular June meeting of the Charlton Township Board was called to
order by Chairman Willis Walker at 8:05 pm on Monday, June 14, 2004.
Meeting time changed due to an election being held in the township office
building. All board members present.
Others present: Mike Townsend, Jos. Edwartowski, Robert Fleury, Lee Olsen,
Matt Nowak, Shawn Richards, Steven Koronka, Joyce Clark, Terry Clark,
Robert Pewinski, Anne Proctor, Mel Slagel, Lorie & Bill Lewis, Mike
Proctor.
Those present recited the pledge, to the flag.
Milbocker moved, Huff supported, to accept the minutes of the May 10,
2004, regular meeting as printed. Ayes, all. Motion carried.
Kim Samkowiak presented the Treasurer's report as follows: General
Operation, $145.084.89; Roads Account, $205,642.92.
Maschke moved, Mi1bocker supported, to accept the Treasurer's report as
presented. Ayes, all. Motion carried.
Audience: Lee Olsen stated that he is working on grant monies for the fire
department. Talked about jail overcrowding. Hired two (2) corrections
officers. Talked about the new land use director.
Mike Townsend stated that the engine should be ready for the fire truck
this week.
Shawn Richards talked about spring clean-up around the hall and
cemeteries.
Robert Pewinski wanted to know if speed limit signs could be placed on
Fairgrieve Road west of Douglas Lake Road. It is the responsibility of the
road commission and the state police to place speed limit signs on roads.
Matt Nowak stated that there is a new tax tribunal case pending.
Old Business: Discussed the catch basin by the hall. M-DOT put in a
monitoring well and says that the water is 'ok'. Willis and Shawn checked
the drain field at the hall and stated that it is dry at this time. There
was a question about sampling the water for contaminants.
Decided to get quotes on the fence at the Mt. Hope Cemetery. Kim talked
about Beckett Road and the problem with washing out in the spring. Willis
says this is a road commission problem.
Ron Koronka has medical release to return to full time work on the fire
department.
New Business: Talked about fees charged by the Equalization Department at
the county. They want to charge us $0.60 per parcel for services rendered.
We do most of the things that they want to charge for. Matt says they do
little or nothing for us. Lee Olsen stated that every department in the
county is trying to raise funds to stay afloat.
Talked about the proposed park & ride on Birch St. in Johannesburg. This
has been in the works for approximately one year. Willis gave a short
history on the project. Residents in the area are not happy with this
proposal. They claim that trucks will be sitting along side of the street
running at all hours of the night. The township is trying to get a parking
area for trucks so that businesses in Johannesburg do not lose customers.
The project would be mostly funded by a grant from M-DOT.
After discussion, Milbocker moved, Huff supported, that due to the
opposition from residents around Birch St. in Johannesburg that we cancel
the proposed park & ride project at this time. Ayes, all. Motion carried.
Talked about a policy for Charlton Township EMS at fires. Should EMS
respond to fires along with the fire department? Matt stated that the
OCEMS is paged out to all fires in the county. It was decided that it is
important for our EMS to be present at most fires incidents.
Talked about road work in the township. Melvindale Camp Road needs to be
hard-surfaced. The county road commission has started a program of using
asphalt pavings instead of chip/seal on some roads as this holds up
better. They pay a higher portion of the cost of blacktopping.
Milbocker moved, Maschke supported, to blacktop Melvindale Camp Road
(3900', 24' wide, 2 1/2" thick) provided we get a firm price from the road
commission not to exceed $24,900.00 which was the original estimate. Ayes,
all. Motion carried.
Willis reported that there is a large hole north of the office building
that needs to be filled.
Township Association meeting for July 20, 2004, will be at Charlton.
Samkowiak moved, Milbocker supported, to hire Steven Koronka as a member
of the Charlton Township EMS squad. Ayes, all. Motion carried. Effective
6/14/04.
Milbocker moved, Huff supported, to authorize a parade for the 4th of July
in Johhanesburg. Ayes, all. Motion carried.
Milbocker moved, Maschke supported, to pay the General Operation bills
presented in the amount of $23,642.69. Ayes, all. Motion carried.
