Minutes of Regular meeting of Charlton Township Board—September 8, 2003

The regular September meeting of the Charlton Township Board was called to order by Chairman Willis Walker at 7:00 pm on Monday, September 8, 2003.

All board members present.

Others present: Jos. Edwardtowski, Robert Fleury, Matt Nowak, Shawn Richards, Marian Walker, JoAnn Milbocker, Joe Cherwinski, Chris Pohutsky, Connie and Stan Szocinski, Lee Olsen, Anne & Mike Proctor, Ron Koronka, Dennis Kwapis, Pam Kwapis, Larry Milbocker, Tammy Myers, Chester Koronka, Dan Kwapis, Mike Townsend.

Those present recited the pledge to the flag.

Milbocker moved. Huff supported, to accept the minutes of the previous regular meeting and the special meeting of September 8, 2003, as printed. Ayes, all.  Motion carried.

Samkowiak presented the Treasurer's report as follows: General Operation, $ 127,343.86; Roads Account, $ 205,638.65. Maschke moved, Milbocker supported, to accept the Treasurer's report as presented. Ayes, all. Motion carried.

Audience: Lee Olsen says county government has eliminated some committees and now have board meetings twice monthly to handle some of the committee work. He stated that there are two (2) job openings right now. Director of Finance and Director of Planning/Zoning. The tri-county court battle continues. He also stated that the new administrator is doing a good job.

Matt Nowak stated that the new mapping system is in place. JoAnn Milbocker was present at the meeting to talk about the large amount of traffic on Hetherton Road since it is being used as a detour route for M-32. MDOT has put up a sign in Vienna directing traffic along Hetherton.

There was no old business.

New Business: The board presented Chet Koronka with a plaque for his 25 years of service as Chariton Township Fire Chief. Talked about the fact that the EMS van needs work. We are getting two quotes for the work needed.

Talked about the copy machine. It needs work. Kim will check out the price for a new one.

We will be having an appraisal of buildings and equipment to comply with Gasby 34.

Shawn Richards talked about a new extractor for carpet cleaning. He would like to purchase one from Mussio Janitorial of Petoskey for $2340.00. Huff moved, Milbocker supported, to purchase a carpet extractor from Mussio Janitorial for $ 2340.00.  Ayes, all. Motion carried.

Milbocker moved, Maschke supported, to set the General Operation millage rate at 0.9542 for 2003 tax collection. Ayes, all. Motion carried.

Milbocker moved, Samkowiak supported, to collect a 1%, PTAF on all taxes collected. Ayes, all. Motion carried.

Tammy Myers discussed an upcoming conference for EMS personnel. Huff moved, Milbocker supported, to send six (6) EMS people to the UP-EMS conference in Marquette in October. Cost of $ 60.00 per person plus expenses. Ayes, all. Motion carried.

Chief Mike Townsend stated that there may be a phase I firefighter school in January, 2004. He also stated that the fire department has named Dan Kwapis as Lieutenant.

Discussed a cooperative mutual aide fire agreement between Charlton Township and the DNR-FMFM. Milbocker moved. Huff supported, to sign the mutual aide agreement with the DNR for fire protection. Ayes, all. Motion carried.

Milbocker moved, Maschke supported, to pay the General Operation bills presented in the amount of $ 16,999.03. Ayes, all. Motion carried.
