Minutes of Regular meeting of Charlton Township Board—September 9,  2002

The regular September meeting of the Charlton Township Board was called to order by Chairman Willis Walker at 7:00 pm on Monday, September 9, 2002.

All board members present.

Others present:  Mary E. Larson, Judith Corns, Douglas Corns, Mr. and Mrs. Antonio DiSano, Wanda and Shawn Richards, Jos. Edwardtowski, Robert Fluery, Jeff Ratcliffe, Chester Koronka, Jim Quandt, Lee Olsen and Matt Nowak.

Those present recited the pledge to the flag.

Milbocker moved, Huff supported, to accept the minutes of the previous meeting as corrected with the following correction: change bills paid to read $20,316.11. Ayes, all. Motion carried.

The Treasurer's report was presented with the following balances on hand: General Operation, $121,997.75; Roads Account, $222,257.94.

Maschke moved, Milbocker supported, to accept the Treasurer's report as presented.  Ayes, all. Motion carried.

Audience:  Lee Olsen gave a report on county happenings.  He stated that there are lots of interesting things going on at this time.  Mostly about the budget.  He stated that the commissioners are prepared to cut approximately $823,000.00 from the general fund budget.  He says cuts will affect all departments of the county.  He also talked about recreational storage buildings.  Planning and Zoning is trying to revert to the original language in the ordinance.  He says a recreational storage building may be permitted on nearly any size lot.  It's going back to the planning commission and will be an uphill battle to get it passed as is.  Jim Quandt stated that the original language was 'accessory building'.

Chet asked about bills from West Shore for valves.  We received a statement from Gary Koronka for two (2) valves.  Will need a statement or invoice from West Shore to pay the bill.

Jim Quandt gave information about planning and zoning.  Talked about open space, tents for temporary sales, wind generation, guest houses, race track noise and signs.

Old Business:  Talked about roads in Heffernan Subdivision.  Willis stated that the roads have been graded, but this is a temporary measure.  The county road commission will have to take a grad-all in and try to repair erosion.

Keith Huff talked about the possibility of a DNR grant to stop erosion into the lake at Heffernan Subdivision.

New Business:  Jeff Ratcliffe was present at the meeting and talked about the street scape project.  He is looking for alternative funding for the project.  He stated that we should apply for an enhancement grant through the M-DOT program.  He says we may have a chance for a grant if we pick up the engineering and drawings for the project which would be approximately $56,000.00.  There is a question as to whether we could afford this much for this project.

Discussed Case #ZBA-2002-15-CN.  This is a request of Antonio DiSano for variance to remove existing railroad ties adn replce with a new type wall on Little Bear Lake.  A permit has been obtained from the DNR for the project.

After discussion and looking at pictures of the site, Huff moved, Samkowiak supported to recommend approval to the Otsego County Zoning Board of Appeals of Case #ZBA-2002-15-CN based on the following criteria:  A DNR permit has been obtained; there were forty (40) letters in favor of the work; only one (1) letter against the project.  Ayes, all.  Motion carried.

Milbocker moved, Huff supported, to set the General Operation millage rate at 0.9542 and to collect a 1% Tax Administration Fee.  Ayes, all.  Motion carried.

Talked about the Otsego County Road Commission policy of no barbed wire on their R.O.W.  If wire is replaced on fencing on the right-of-way, it must not be barbed.

M-DOT has requested an easement in the corner of M-32 in Johannesburg to move utility poles back.  The easement would be 28' x 35' x 21'.  Discussed trading the easement for parking along M-32 in Johannesburg.

After discussion, Milbocker moved, Huff supported, to table discussion on the easement request of M-DOT.  Ayes, all.  Motion carried.

Decided to advertise for snowplowing bids.  Bids must be received by 7:00 pm on Monday, October 14, 2002.

Milbocker moved, Huff supported, to pay the bills presented in the amount of $56,682.98.  This includes $41,258.00 for work on Charlton, Moore, Westwood and Fairgrieve Roads.  Ayes, all.  Motion carried.
