Minutes of Special Meeting of Charlton Township Board—October 15, 2002 |

A special meeting of the Charlton Township Board was called to order by Chairman Willis Walker at 7:05 pm on Tuesday, October 15, 2002. All board members present. Others present: Chester Koronka, Gary Koronka and Ron Koronka. Meeting called for the purpose of discussing the billing procedures for the Charlton Township Fire/EMS Departments, opening snowplowing bids and any other item that may come before the board. Board members and the Koronka's discussed various items in regards to the operation of the Fire Department. There was discussion about the problems with the new fire truck when it arrived and about problems changing over the old tankers. There was much discussion about billing procedures for parts and equipment for the fire hall and trucks. Gary Koronka had submitted a bill for two (2) valves for the filling station at the hall. The board has refused to pay Gary for these parts as it is policy to pay for parts from a parts distributor and not from an individual fire fighter. He claimed that he got a good buy in the parts and that he was saving the township money. However, the township has no idea where these parts came from because there is no invoice from the parts distributor. After continued discussion about billing for parts, Gary stated that the bill for parts will come from West Shore, Inc. Huff moved, Samkowiak supported, to table payment for the valves until we receive an invoice from West SHore, Inc. for $566.00. Ayes, all. Motion carried. There was major discussion about Worker's Comp. Insurance when Gary is working on trucks at the fire hall. His insistence that he does not need Worker's Comp. Insurance because he has a waiver is not sufficient for the township's needs to be covered by insurance. Opened snowplowing bids. Three (3) bids were received. Earthworks bid $39.00 per hour with billing on the 1/4 hour. Bear Lake Services bid $30.00 per hour for the Waste Station. Chester Koronka bid $31.00 per hour with billing to be an hour minimum. There was discussion about how the billing was performed. Earthworks bills on the 1/4 hour and the others bill one (1) hour minimum. Maschke moved, Samkowiak supported, to let the snowplowing bid for the Tri-Township Waste Station for the 2002-03 to Earthworks Enterprises, Inc., for a per hour bid of $39.00 with 1/4 hour billing. Ayes, all. Motion carried. Huff moved, Maschke supported, to let the bid for snowplowing at the township hall/fire station and office/library for 2002-03 to Chester Koronka for a per hour bid of $31.00 with the understanding that the hall/fire station and the office/library are considered one plow job and should be billed accordingly. We will not pay one (1) hour minimum on the hall/fire station and then pay one hour minimum on the office/library. Generally, the office/library parking lot is a 15 to 20 minute job. Meeting adjourned at 10:05 pm. |
