Minutes of Regular meeting of Charlton Township Board—June 10, 2002 |

The regular June meeting of the Chariton Township Board was called to order by Chairman Willis Walker at 7:00 pm on Monday, June 10, 2002. All board members present. Others present: Jeff Ratcliffe, Shawn Richards, Marian Walker, Wm. Canfield, Lee Olsen, Robert Fleury, Jim and Donna Quandt, Tammy Myers and Sally Nowak. Those present recited the pledge to the flag. Milbocker moved. Huff supported, to accept the minutes of the previous regular meeting as printed. Ayes, all. Motion carried. Kim Samkowiak presented the Treasurer's report as follows: General Operation, $156,333.52; Roads Account, $211,323.90. Maschke moved, Milbocker supported, to accept the Treasurer's report as presented. Ayes, all. Motion carried. Audience: Lee Olsen was present at the meeting and gave a brief update on county activities. He talked about zoning and recreational storage buildings. He plans to move to table discussion on the recreational storage buildings item at the regular monthly meeting of the county board of commissioners until more information is available. He also stated that the DEQ will be inspecting transfer stations from now on. He stated that you may have a transfer station anywhere you want in the county if you generate less than 200 yards of trash per day. Talked about health department issues in the county and township. Lee says dog licenses may be sold exclusively by the county and the animal shelter in the future. Kim says we sell approximately 50 each year and it is not a problem for us. Bill Canfield was present at the meeting to ask about road work on Melvindale Camp Road. He says it needs to be crowned so that water does not lay in the middle of the road. Willis says we will work on Melvindale Camp and Brown Roads when the tax tribunal cases are settled. In the mean time, the county has been notified that work on Melvindale Camp Road needs to be done to take away the water problem. Old Business: Talked about the June 22, 2002, spring cleanup day. Talked about the new stoves at the hall. Decided to bid out the old stoves/ovens. Discussed who would make a good candidate for the county Planning Commission. Keith recommended James Quandt, but he declined. After discussion, Jim Quandt decided he would do it in the interim until we could get someone else interested. Huff moved, Milbocker supported, to recommend James Quandt as a member of the Otsego County Planning Commission representing Chariton Township. Ayes, all. Motion carried. New Business: Jeff Ratcliffe gave an update on the streetscape project. He state that our project was rejected. There were 142 applications and 20 were accepted. He stated that he will continue to pursue the grant application. He talked about a MDOT enhancement grant. It would be 20-30% matching. He also stated that he would like to have another meeting with business owners in the area to see if jobs would be created. Talked about the M-TEC matching grant community share. The amount needed by the whole area is $500,000.00. Townships and individuals may donate. Willis suggests we donate $1,000.00 annually for three (3) years. After discussion. Huff moved, Samkowiak supported, to table the M-TEC donation item until we can decide how much we can donate. Ayes, all. Motion carried. Talked about plumbing problems at the hall. Samkowiak moved, Milbocker supported, to pay the General Operation bills presenter in the amount of $21,712.67. Ayes, all. Motion carried. Meeting adjourned at 8:25 pm. |
