Minutes of Regular meeting of Charlton Township Board—August 12, 2002 |

The regular August meeting of the Charlton Township Board was called to order by Chairman Willis Walker at 7:00 pm on Monday, August 12, 2002. All board members present. Others present: Marilyn Wood, Warren Wood, Audrey Fitzpatrick, Bruce Fitzpatrick, Ron Wolny, Shawn Richards, Marian Walker, Robert Fleury, Jos. Edwardtowski, Dale Ruhlig, Ray Richards, Neil Baer, Louise Peterson, Milo Peterson, Ruth Sharef, Stanley Koscielniak, Robert Pewinski, Lee Olsen, Lois Allen, Gerry Allen, Russ Pryor, Rosemary Pryor and Tammy Myers. Those present recited the pledge to the flag. Milbocker moved, Samkowiak supported, to accept the minutes of the previous regular meeting as printed. Ayes, all. Motion carried. Maschke moved, Milbocker supported, to accept the Treasurer's report as presented with the following balances on hand: General Operation, $135,797.56; Roads Account, $222,250.19. Ayes, all. Motion carried. Walker asked if there were any items to bring up from the audience. Marilyn Wood came before the board representing Silver Beach Subdivision. She stated that the roads in the subdivision (8th, 9th, 10th, 11th, 12th streets) are in need of major repair. The roads wash out and leave deep ruts. The sand from the roads is washing toward Big Bear Lake. They are asking for some sort of repair that would keep the roads from washing out. Walker stated that the roads mentioned are on the township's priority list for upgrade, but that monies in the roads account are currently tied up for tax tribunal cases. It was decided that Walker would contact the Otsego County Road Commission about doing some repairs to try to stop the erosion. Talked about the possibility of a special assessment district to try to get the roads fixed. Members of the subdivision also stated that there are some road signs missing on 10th, 11th and 12th streets. Walker will check with the county road commission for new signs. Lee Olsen was present at the meeting and gave a report on county activities. He stated that there may be significant cuts made at the county level soon because of the defeat of the millage request in August. The millage for the community building will be back on the ballot in November. The building probably will not stay open if the millage is defeated again. He talked about Gov. Engler's veto of the revenue sharing package. He stated that there are enough votes to get a veto override. Tammy Myers told those present that EMS needs to have house numbers visible from the road. She also talked about Matt Nowak and Denise Hoy attending a conference in Marquette. Samkowiak moved, Milbocker supported, to authorize funds for an EMS conference in Marquette. Ayes, all. Motion carried. Old Business: Walker presented a copy of an MDOT permit request for grading work on the corner of M-32 in Johannesburg during the time the highway is being repaired next summer. He thought that we should sign the permit. Huff moved, Milbocker supported, to sign a permit for MDOT to do grading work on the corner in Johannesburg. Job #45856. Ayes, all. Motion carried. Talked about a bid we received for an old convection oven. Samkowiak moved. Huff supported, to accept a bid of $50.00 from Pam Welsh for an old convection oven from the hall. Ayes, all. Motion carried. Discussed a donation to M-TEC. Huff moved, Milbocker supported, to make a one-time payment of $1,000.00 to the M-TEC matching grant fund. Will revisit annually. Ayes, all. Motion carried. Kim gave an update on personal property taxes not paid as of this time. Keith stated that we cannot pay per diem to our planning commission member. Deb gave a report on her attendance at two conferences on zoning and cluster housing. Milbocker moved, Huff supported, to pay the General Operation bills presented in the amount of $20,316.11. Ayes, all. Motion carried. Meeting adjourned at 8:40 pm. |
