Minutes of Regular meeting of Charlton Township Board—September 10,  2001

The regular September meeting of the Charlton Township Board was called to order by Chairman Willis Walker at 7:00 pm on Monday, September 10, 2001.

Board members present:  Walker, Samkowiak, Huff and Maschke.

Board members absent:  Milbocker.

Others present:  Lee Olsen, Matt Nowak, Marian Walker, Jos. Edwardtowski, Skip Diercks, Pat Kundrat and Brad Butcher.

Samkowiak moved. Huff supported, to accept the minutes of the previous meeting as printed with the following correction: change General Fund bills paid to read $130,561.22. Ayes, all. Motion carried

Kim Samkowiak presented the Treasurer's report as follows: General Operation, $92,434.82; Roads Account, $102,061.28 plus $200,000.00 in a CD.

Commissioner Lee Olsen notified those present that the county had hired Jaye Gliwa as the new 9-l-l director. They interviewed eight (8) people for the position. Starting salary for the job is $34,500.00.  Mr. Gliwa is a retired state police post commander. He also stated that all of Charlton Township EMS and fire personnel have had training on the new 800 mhz radios.

Discussed the fire truck rearrangement for the tankers. Cost submitted by Gary Koronka will be $11,500.00 for parts and labor to switch tanks around on two (2) trucks. Most present thought there was too much lack of information on the parts needed for the job and questioned why the hourly wage was $ 50.00 per hour. Talked about getting a better quote from Gary on the costs for parts and the number of hours for the job, including helpers.  Maschke moved, Huff supported, to table discussion on the fire truck work. After discussion, Maschke withdrew the motion to table.  Decided to try to get a better quote on the matter from Gary.

Brad Butcher came before the board to discuss Case # ZBA-2001-08-24-CN. This is a request of the Johannesburg Christian Church for the temporary use of a modular classroom at the church until a master plan could be developed and implemented for expansion.

After more discussion, Maschke moved, Samkowiak supported, to recommend approval to the Otsego County Zoning Board of Appeals of Case # ZBA-2001-08-24-CN based on the following: the structure would be temporary; the church will begin the process to vacate Basswood Street; the church will own both sides of the dedicated right-of-way. Ayes, all. Motion carried.

Talked about a proposal from J &P Heating of Gaylord for the conversion to natural gas at the hall, fire hall an office building. Huff moved, Maschke supported, to contract with J &P Heating for the natural gas conversion at a cost of $7,752.00 which includes one (1) new unit heater and two (2) new water heaters. Ayes, all. Motion carried.

Talked about hall rentals. A person wants to pay $700.00 up front for a hall rental. If for some reason the rental do6s not take place, $500.00 would be returned to the lessee and the normal deposit of $200.00 would be retained by the township. Samkowiak moved, Huff supported, to change the rental contract to read $200.00 will not be refunded if the rental does not take place. Ayes, all. Motion carried.

Maschke moved, Samkowiak supported, to set the General Operation millage rate at 0.9599 allocated. Ayes, all. Motion carried.

Samkowiak moved, Huff supported, to collect a 1% Tax Administration Fee as we have in the past. Ayes, all. Motion carried.

Decided to have snowplowing bids Opened at the October board meeting.

Kim stated that she received a $200.00 check from Georgia Pacific for help received from Charlton Township Fire Department at the fire/explosion at their plant. Decided to give the check to the Johannesburg Fire Department. 

Huff moved. Samkowiak supported, to pay the General Operation bills presented in the amount of $14,669.61. Ayes, all.  Motion carried.

Samkowiak moved. Maschke supported, to pay the Road Account bills presented in the amount of $90,924.00.  Ayes, all. Motion carried.

Talked about roadwork in general.

Meeting adjourned at 9:45 pm.
